仪征警方持续重拳打击通讯网络诈骗犯罪

class="">近年来，市公安局把打击关乎群众切身利益的侵财犯罪作为刑侦工作的重中之重，以近年来高发频发、造成财产损失巨大、群众深恶痛绝的通讯网络诈骗犯罪为突破口，克服警力、经费等困难，投入大量人力、物力、财力，不计成本开展打击、防范工作，特别是2020年来，仪征警方下大力气，专门成立了反通讯网络诈骗中心，多措并举，重拳出击，有力打击了犯罪分子的嚣张气焰，<strong>今年以来先后破获通讯网络诈骗案件164起，同比增长31.3%；抓获电诈嫌疑人144名，同比增长35.8%；挽回经济损失达426.73万元。</strong></span></p><p class="">2021年至今，仪征共立通讯网络诈骗案件693起，占全部侵财案件的44.1%，同比上升19.5%；涉案损失5083.4余万元，同比上升61.3%。</span></p><p style="line-height: 2em;text-indent: 2em;" contenteditable="false" class=""><strong><span style="font-size: 15px;" contenteditable="false" class="">从作案手段看：</span></strong><span style="font-size: 15px;" contenteditable="false" class="">位居高发案件前三的分别为杀猪盘诈骗164起、刷单类诈骗160起，贷款类诈骗和冒充电商物流客服诈骗各90起、各占全部发案的23.7%、23.1%、13%。</span></p><p style="line-height: 2em;text-indent: 2em;" contenteditable="false" class=""><strong><span style="font-size: 15px;" contenteditable="false" class="">从大额案件看：</span></strong><span style="font-size: 15px;" contenteditable="false" class="">全市共发生10万至100万元案件146起，共损失3480.1万元。100万元以上案件3起，损失711万元。</span></p><p style="line-height: 2em;text-indent: 2em;" contenteditable="false" class=""><strong><span style="font-size: 15px;" class="">年龄上，10至20岁102起，占比14.72%；21至30岁218起，占比31.46%；31至40岁197起，占比28.43%；41至50岁124起，占比17.89%；50岁以上52起，占比7.5%。以上合计40岁以下人员占比高达74.61%；性别上：男性312人，女性381人；职业上，企业、工厂266人，占比38.38%；待业191人，占比27.56%；自由职业160人，占比26.06%；学生76人，占比11%。</span></p><section style="font-size: 15px;" contenteditable="false" class="">，一定要在第一时间拨打110报警，110指挥中心会在第一时间联系扬州反诈中心，形成扬州反诈中心、110指挥中心、被骗者三方通话，扬州反诈中心会在第一时间进行银行卡、微信、支付宝等的止付、冻结工作，尽可能阻断被骗资金被转走，后再通过银行线上返还相关被骗资金。</span><span style="font-size: 15px;" contenteditable="false" class="">今年以来反诈中心共冻结账户806个，冻结总金额23874011.23元。</span><span style="font-size: 15px;" contenteditable="false" class="">二是被骗者报案后，仪征反诈中心将对所有电诈案件进行研判，抓获电诈嫌疑人后督促嫌疑人进行退赃弥补被害人损失。</span><span style="font-size: 15px;" contenteditable="false" class="">当然，现在电信网络诈骗都非常专业，洗钱转账工作都是交给专门的洗钱团伙来做，在很短的时间内就可以将被骗者资金转移，所以不可能所有的诈骗案件都能冻结到资金，加上诈骗分子大部分都在境外，由于国际司法协作和疫情影响，跨境抓捕非常困难，抓捕诈骗分子也非常难，所以不可能每起诈骗案件都能破获抓捕诈骗嫌疑人从而达到退赃目的。</span><span style="font-size: class="">通过社交平台添加微信、QQ、拉您入群，让您下载或者点击链接进行投资、博彩、赌博、炒股的都是诈骗，网上投资理财就是一场空、最终血本无归；所有网上刷单都是诈骗；网上贷款前收取任何费用的，100%都是诈骗；网上购物、客服打电话说要退款的都是诈骗；亲朋好友用QQ或微信等通讯软件发信息要求汇款，一定要电话或者视频核实；领导用微信、QQ等要求转账汇款的，一定要见面核实；老师在家长群里发交资料费、二维码，或者向您借钱的都是诈骗；非官方网站买卖游戏装备或者游戏币的都是诈骗；冒充公检法要求汇款的或者让您转入安全账户的都是诈骗。</span></p><section
