class="">“市发改委（营商办）对照市委2号文件36条《任务清单》，形成202条《责任清单》，逐一分解到各地各部门。同时，围绕各项任务落地落细落实，推动10个牵头部门、7个责任部门共制定印发17项具体行动方案，以项目化、清单化的方式将重点目标任务落实到位。”市发改委党组成员、副主任、市重大办主任韩长金说。</p><p style="margin-bottom: 10px; class="">今年以来，我市各县市区、功能区和市直部门，对标找差、积极作为，优化营商环境工作中涌现出一批可圈可点的创新案例。例如：通过大数据实时进行数据共享，扬州不动产交易登记纳税实现全域线上办理，逐步实现群众无需提供纸质申请材料即可全流程办理；全省率先实施新办企业银行开户和印章刻制双免费。累计向新办企业免费发放4枚印章、银行免费开户，全市受惠企业法人数超2万户，免除费用1200多万元；全市6个县市区和市开发区都出台了相应制度，推动“拿地即开工”。</p><p class="">今年以来，市民政局结合党史学习教育，“我为群众办实事”实践活动，致力保障和改善民生，进一步织密兜牢民生网底。</p><p style="margin-bottom: 10px; box-sizing: border-box;" contenteditable="false" class="">市民政局党委委员、副局长徐德林介绍，今年我市按照上年度全体居民人均消费支出的30%～40%重新制定了最低生活保障标准。提标后，我市城乡低保标准为人均740元，达到全体居民人均消费支出的40.2%。同时，我市还将特困供养覆盖的残疾等级扩展至一、二、三级智力、精神残疾人，一、二级肢体残疾人，一级视力残疾人，并按照不低于低保标准的1.3倍确定特困供养基本生活标准。提标后，农村特困供养对象的基本生活标准最低达到962元每人每月，城市特困供养对象的基本生活标准最低达到1350元每人每月。</p><p style="margin-bottom: 10px; box-sizing: border-box;" contenteditable="false" class="">除了以科学性为导向完善社会救助政策外，我市还以精准性为牵引多渠道识别困难对象。通过积极推广智慧手段在社会救助领域的运用，建成全市社会大救助平台，实现对低保对象、特困人员、低保边缘家庭、支出型困难家庭等管理对象实现主动发现、定期核对、自动预警，实现救助事项“掌上办”“指尖办”。数据显示：今年以来，该平台共动态监测因疫、因病、因灾等原因导致基本生活出现困难的群众3.5万人，将易返贫、易致贫人员纳入低保及特困供养400人，其中纳入“单人保”79人，给予临时救助9085人。</p><p style="box-sizing: border-box;" contenteditable="false" class="">“‘为政策找人，为人找政策’其根本落脚点是提高救助质效，让更多的困难群众能够得到及时有效的救助。”徐德林介绍，今年我市出台了《因病支出型贫困家庭生活救助办法（试行）》，该《办法》立足应救尽、应助尽助，在扩大救助范围、提高救助标准、简化救助程序等方面都有创新突破。今年以来全市已有422人享受此政策，支出救助资金126.11万元，有效帮助了因重大疾病导致陷入困境的困难家庭。</p></section></section></section><section class="">去年10月，市工信局、财政局共建“易申报智能服务平台”一期项目，并按照“多快好省智”的原则，以“易”为核心，依托人工智能和大数据，为2020年度扬州市中小企业发展和重大项目专项资金审核查验发票2.3万张，涉及金额近100亿，查出存疑票据15张。今年更是涉及36小类项目申报，服务企业数量超过648家。</p><p style="margin-bottom: 10px; box-sizing: border-box;" contenteditable="false" class="">“目前工信局正在建设企业服务智能化平台二期项目，内容包括政策精准推送和项目线上申报等。”市工信局企业服务体系建设处处长刘艺发介绍，该平台将预留市级机关相关部门及各县市区功能接口。在工信局项目申报试点成功的基础上，2022年向市级机关相关部门和各县（市、区）推广。</p><p style="margin-bottom: 10px; box-sizing: border-box;" contenteditable="false" class="">据介绍，“企业服务智能化平台”二期项目主要包含惠政策模块和项目申报模块。其中：“惠政策模块”将会采集国家、省、市政策信息，对政策信息进行分解，根据企业的政策需求自动进行匹配并及时推送，从原来的“企业找政策”转变为如今的“政策找企业”，提高政府服务质量，增强企业获得感；“项目申报模块”中，企业填写基本信息表时，只需要输入统一社会信用代码，就能够与大数据共享开放平台或历史数据自动关联填充。企业申报项目时，系统能够自动引导企业填写申报表、上传相关申报材料，方便快捷。此外，企业基本信息、项目数据全部汇集到政府大数据中心，便于部门了解掌握企业各部门项目申报情况，全面掌握企业的运行质态。</p><p style="box-sizing: border-box;" contenteditable="false" class="">“该平台在电脑端基础上，新增移动端小程序，并对接我的扬州APP、扬州政务服务网、‘中国-扬州’门户网站群等市级平台，实现线上全覆盖。”刘艺发介绍。</p></section></section></section></section><p
