outline: none 0px !important;" contenteditable="false" class=""><span style="text-indent: 28px; font-family: arial, helvetica, sans-serif;" contenteditable="false" class="">将解决突出问题作为攻坚关键。针对2021年频发的高处坠落事故，市应急管理局在全市范围内开展了高处作业专项整治行动；聚焦重点行业、重点领域，拉网式开展风险隐患排查治理。特别是针对事故总量比较集中的船舶修造和违法建设领域，提请市政府明确了由工信部门行使船舶行业安全生产执法权；商讨并形成了违法建设的发现、报告、处置流程。先后接受国务院、省、扬州市三级巡查督导14次，接到交办问题64项，已全部整改到位，其中重大隐患3项，均整改闭环。</span></p><p style="text-align: justify; outline: none 0px !important;" contenteditable="false" class=""><span style="font-family: arial, helvetica, sans-serif;" contenteditable="false" class="">将严格监管执法作为重要手段。市应急管理局紧盯企业主要风险、重大隐患、易引发事故隐患，扎实开展精准执法，全力以赴做好安全生产工作。通过开展“企业主要负责人履职”“工贸企业安全生产主体责任落实”“优化执法方式提升执法效能百日行动”等系列专项执法、观摩执法，逐个击破企业安全管理突出问题。全年共执法检查企业672家，责令暂时停产停业34家。事前立案292件，罚没677.4万元。调查事故6起，移送公安机关4人，党纪政纪问责18人，停产整改10家，事故处罚192.9万元。针对每起事故，召开事故现场警示教育会，约谈同类型企业主要负责人173人，开展主要负责人安全知识闭卷测试12场；针对事故上升的园镇、部门，及时下发《警示提示函》；针对疫情防控、限电保供特殊时期，第一时间发布提示提醒，迅速遏制安全监管松懈苗头。</span></p><p style="text-align: justify;
