class="">仪征医保大厅里转一圈，那个始终笑着面对办事人员的一定就是她。肿瘤患者家属徐青超说：“每次看到她都是笑眯眯的，我的心情都变好了。”但从事医保经办服务工作，遇到群众不理解是常事：2021年8月的一天，一位参保患者家属认为报销比例太低，要求给予特殊照顾，遭到拒绝后便开始对徐丽进行无端谩骂。徐丽只能耐心地一遍又一遍解释原因，办事人员表示理解离开后，徐丽却悄悄的流出了眼泪。见证全部过程的同事想安慰她几句，可她却擦了擦眼泪说：“其实我很能理解他们，家人生病他们着急，总想着医保能多报销一点，自己负担就轻一点。”近两年，她公平公正公开审核了24000余人次困难群众费用，发放城乡医疗救助资金1900万元，为脱贫攻坚贡献了医保力量。</span></p><p class="">医保工作琐碎而复杂，从上班到下班，一天下来几乎没有时间休息，加班加点更是常有的事。2019年8月起，扬州市推进医疗保险市级统筹，从前期梳理政策差异、排查信访风险点、制定应急预案、测试新医保系统，到正式实施后应对窗口业务量的剧增和矛盾，徐丽全程带领着科室同事参与其中。那段时间，白天接待窗口咨询，晚上报销当天收取的医药费，加班到12点屡见不鲜，有时甚至到凌晨4点。徐丽同学曾问她：“你忙得都没空理我们，究竟图什么呀？”她回答道：“没有图什么，更没有什么目的，就是觉得事情交到我手上，我就要尽全力做好。”两年来，徐丽及时为仪征市企业退休人员补划个人账户5900万元，55000余名企业退休人员从中受益。</span></p><p class="">医保服务具有很强的专业性，每次接到新的政策文件，徐丽总是第一时间认真研读，迅速掌握文件要求及内涵，以此更好地服务于近55万参保人员。与她接触过的人都知道，关于医保报销的政策，问她就没有不知道的，参保群众胡桂兰直接称呼她为“全球通”。随着职务的提升，需要往管理人员的角色上发展，徐丽感受到了能力危机，年过40的她选择攻读公共管理硕士学历，平时工作再忙，也要挤时间给自己充电。在她的努力下，仪征市医保定点医院在2019年9月全部接入国家异地就医联网结算平台，在扬州市范围内率先实现区域内医院异地就医联网结算全覆盖，截止目前累计为18000余人次异地参保人员提供联网结算服务，涉及医疗费用1100余万元。</span></p><p
