line-height: 2em;" contenteditable="false" class=""><span style="font-size: 16px;font-family: Helvetica, Arial, sans-serif;" contenteditable="false" class="">绿色金融发展离不开政府、金融监管部门和金融机构的三方联动。2021年，由人民银行仪征市支行牵头，市人民政府第一时间出台了《关于加快仪征市绿色金融发展的实施意见》，提出了绿色金融产品创新、绿色企业上市和再融资、绿色债券、绿色保险发展等十四项重点工作目标，明确了各镇人民政府、园区和相关职能部门的工作职责和目标任务，同时，强化组织推动，广泛宣传发动，加强统计监测和严格考核评价。</span></p><p style="text-indent: 37px; line-height: 2em;" contenteditable="false" class=""><span style="font-size: 16px;font-family: Helvetica, Arial, sans-serif;" contenteditable="false" class="">在实际操作中，人民银行仪征市支行加强与市发改委、生态环境局、地方金融监管局等部门的通力合作，及时转发绿色企业名录库，对金融机构申报的绿色企业进行认真审核，指导金融机构着力优化信贷投向结构，加大绿色金融投入，进一步提升绿色金融占比份额。绿色金融贷款的支持项目主要有：天然气输送储运管道设施建设和运营、再生资源回收、有机农业、环保材料生产技术研发、现代农业产业园、特色田园乡村、绿色能源、绿色建筑等。人民银行仪征市支行通过再贷款政策工具，积极支持地方法人金融机构加大对绿色企业、绿色项目的支持，有效发挥货币政策的引领作用。2021年12月，在人民银行仪征市支行、市生态环境局的积极推动下，仪征农商行成功发放了首笔排污权抵押贷款100万元。</span></p><p style="text-indent: 37px; text-indent: 2em;" contenteditable="false" class=""><span style="font-size: 16px;font-family: Helvetica, Arial, sans-serif;" contenteditable="false" class="">为充分发挥绿色金融发展联席会议制度职能，我市定期召开协调会议，研究解决绿色金融发展中的堵点、难点，并结合经济和产业特色，深入挖掘资源优势，创新绿色金融产品，加大绿色信贷投放，拓展金融支持实体经济渠道，在绿色金融组织体系、基础设施体系、产品创新服务体系等方面精准发力。2022年，市金融机构进一步加强政银企对接服务，着力优化信贷投向结构，有效提升绿色金融占比，推动绿色金融信贷上规模，目前正在积极研究碳排放权等相关金融产品，创新并推广排污权、用能权、知识产权、应收账款等抵质押方式，提高信用贷款占比，在融资担保机构适当降低绿色企业（项目）担保门槛和担保费率方面大胆创新，将金融机构减费让利政策落到实处，推动绿色金融再上新台阶。</span></p><p style="line-height: 2em;
