max-width: 100%; letter-spacing: 0.5px; box-sizing: border-box !important;">1、单位和个人饲养犬只的，应按照规定定期到有资质的动物诊疗机构实施狂犬病疫苗免疫接种，领取犬只免疫证明；动物诊疗机构应当告知本次狂犬病免疫有效期和再次强化免疫的时间。</span></p><p style="-webkit-tap-highlight-color: rgba(0, 0, 0, 0); max-width: 100%; letter-spacing: 0.5px; box-sizing: border-box !important;">2、犬只要拴养或圈养，出户必须由有完全民事行为能力的成年人牵领，牵引束绳（带）长度不超过1.5米，并采取有效防止犬只伤害他人的措施。</span></p><p style="-webkit-tap-highlight-color: rgba(0, 0, 0, 0); max-width: 100%; letter-spacing: 0.5px; box-sizing: border-box !important;">5、饲养犬只不得干扰他人正常工作、学习、生活和休息，如有影响应采取有效措施予以制止；不得放任犬只恐吓他人或驱使犬只伤害他人。犬只咬伤或抓伤他人时，饲养者应当立即带伤者到附近的卫生防疫或卫生医疗机构进行治疗和注射狂犬疫苗，并承担相关责任。</span></p><p style="-webkit-tap-highlight-color: rgba(0, 0, 0, 0); letter-spacing: 0.5px; box-sizing: border-box !important;">1、对路面外出未牵绳犬只、散养犬、流浪犬、无主犬予以捕捉收容。犬只咬伤他人、严重威胁他人人身安全的，予以强制捕捉收容，经认定为狂犬或者疑似狂犬的，依法予以捕杀。</span></p><p style="-webkit-tap-highlight-color: rgba(0, 0, 0, 0); font-size: 16px; line-height: 2em; color: rgb(108, 106, 106); margin-top: 16px; outline: 0px; max-width: 100%; clear: both; min-height: 1em; box-sizing: border-box !important;"><span style="outline: 0px; max-width: 100%; letter-spacing: 0.5px; box-sizing: border-box !important;">2、对收容的犬只3日内无人认领的，可交由志愿者协会等机构或社会爱犬人士进行寄养或助养，并对该类犬只进行狂犬疫苗免疫接种。</span></p><p style="-webkit-tap-highlight-color: rgba(0, 0, 0, 0); max-width: 100%; letter-spacing: 0.5px; box-sizing: border-box !important;">不遵守本通告规定，违反《中华人民共和国治安管理处罚法》《江苏省动物防疫条例》《江苏省城市市容和环境卫生管理条例》《扬州市文明行为促进条例》《扬州市公园条例》《扬州市市区养犬管理办法》等法律法规、地方规章，由公安、农业农村、城管等部门根据各自职责予以处罚。对阻碍国家机关工作人员依法执行职务的行为，依照《中华人民共和国治安管理处罚法》予以处罚；构成犯罪的，依法追究刑事责任。</span></p><p style="-webkit-tap-highlight-color: rgba(0, 0, 0, 0); 真州镇政府领导：
黎明北苑10号楼北面有一住户，露天养鸡养狗，鸡狗到处溜达，随地方便。该住户利用自来水加压站的水，每天冲洗自家地面污物，造成鸡屎狗屎和生活垃圾漫道四溢，一直淌到6号楼门口。夏天恶臭难闻，平时附近居民行走不便。
此事已经多次向城北社区反映了，社区答复此小区涉及两家公司：汽车工业公司和公交公司。社区也曾与两家公司沟通，但是公交公司只是两三个月派人来清扫一次，并不能解决根本问题——住户随意污染环境。
希望真州镇政府处理该处的环境卫生问题，解决附近居民的出行困难，把创建文明城市的工作做细做实。谢谢！ 需要宣传，让每个养狗的知道，社区有责任宣传贴宣传单 盼望落实的哪一天
