中央第六巡视组：关于如何正确解释供热标准
一、热是人民群众不可选择的特殊商品，但现把居室温度18℃当作供暖质量标准是误导消费者的欺骗行为，应当纠正。
真正的供热质量标准是供暖设计的热媒参数即供热的供回水温度，如：采用暖气片的方式供热的，暖气片的进口温度为80℃，回水温度为60℃；采用地热方式供热的供水温度为60℃，回水温度为40℃，这是采暖设计规范规定的法规，是不容质疑的唯一的质量标准。
在室外处在-10多度的状态下保证室内温度18℃是既不合理不公平的。
二、热作为一种商品，用多少热花多少钱是天经地义的。广大消费者提前足额支付了最高热价，却没有得到质价相符的供热服务，其主要原因是供热企业采用了如下变相涨价的手段，如：1、把室内居室温度18℃变成封顶温度。
室内温度是随室外温度变化而波动的，一旦室内温度超过18℃，热企就降低供热质量标准（降低供回水温度）达到变相涨价的目的。
2、看天烧火是为了节约能源。
能源是热用户节约的，省下的钱也应该归热用户，但却被热企揣进腰包。
3、测温是变相涨价、欺骗用户、遮盖热企降低质量标准的一种手段。
质量达标无需测温，室内温度保证能达到18℃。

三、违反国家相关文件的规定
国家发改委、建设部有关文件明确规定: 2000年以后建造的公共建筑和居住建筑必须达到节约能源60%-65%，否则不予验收，节约的成本已含在商品房价格中，购房者冬天取暖仅用35%-40%的热能，却花了100%以上的热费，节约的钱却被热企侵吞了，这显失公平。
四、违反了《供热条中规定，热电联产、区域锅炉供热和节能建筑的热价可以按照优质优价的原则分别核定，此条规定只是一纸空文，既无优质更无优价，热企依然按照最高热价向用户收取热费却给了最低温度。
五.供热企业应在用户进户水管处安装测温仪表，进户测温表温度应达到暖气片的用户进水温度应达到80℃，回水应达到60℃；地热用户进水温度应达到60℃，回水温度应达到40℃；否则视为不达标，对不达标的应按比例退回用户费用，并按规定处罚热企。

建盛上述解释确是事实。但建盛接手仪化生活区供暖服务后有几个方面做的不好需要解决。
1 蒸汽是仪化生产建盛公司只是二道贩子性质，热力站运维详细成本应及时向社会公布以消除用户质疑而不应是动不动喊亏损。
2 现建盛供暖经常出现室外气象温度很低时全小区用户家中普遍暖气片温度不高，这在仪化动力厂供热所供暖时是绝对没有过的事（以前都是按仪化供暖曲线图来的），建盛应公布供暖运行细则而不应只是闷着葫芦摇。
3 建盛应做好日常服务工作，对用户批评应有则改之无则加勉，而不应是一推了之甚至粗暴蛮横。 全是客观原因， 建盛一点毛病没有。 建盛的解释和居民家中暖气片不热风马牛不相及，第一，暖气费用40元/平米，不是建盛让利于民，是仪化公司没有提高供热费用，牺牲的是仪化的利益，你建盛该拿多少差价不还是一分不少，为了减少成本增大利润空间你们就是克扣居民们取暖利益；第二，仪化居民中有很多都是搞工程技术的，目前暖气片不热是因为建盛热力循环站出口阀门开度不足造成的，自从建盛接手以后根据气温控制和调整热水出口阀门开度就成为建盛掌握仪化居民采暖的唯一手段，每年第一次供热时因为管道和暖气片中残留的冷水无法被热水顶走，造成大批居民家中的暖气片不热，一开始找暖气维修的的人，他会让你从暖气片防空口让你放水这样因为冷水的排出可以带来部分热水，现在维修工人也知道是什么问题，所以你打电话他也不理你。换句话说，为什么天气冷了，居民家里的暖气片又热的烫手了呢？其实建盛只是把出口阀开度稍微调大一点就能实现了。 这事没完~！不找自身原因，仅是甩锅，怪这个怪那个，蛮横无理！没有好果子吃！
大家都去扬州市政府网站投诉留言，就不信没人管得了。
