捷报？仪征化纤看来要转型发展工业旅游业了，都成遗产了，呵呵，只能说明仪征化纤当年投产所具有的历史意义，对中国的聚酯化纤和中国人穿衣服装的历史影响得到了认可。并不代表现在现在的发展势头较好，更不代表未来强劲的发展势头。

近日，从中国石化仪征化纤新材料（宁夏）有限公司（简称仪征化纤宁夏公司）传来喜讯，首期年产8000吨特种纤维项目土建工程主体装置结构施工圆满收官，力纶装置率先进入设备安装阶段。仪征化纤宁夏公司由仪征化纤公司投资成立，今年2月落户宁东基地现代煤化工产业区，总投资50亿元，分两期有序建设。一期2027年3月建成投产，建设年产4000吨超高分子量聚乙烯纤维、年产4000吨对位芳纶生产装置及设施；二期规划建设年产8000吨对位芳纶和年产4000吨力纶生产装置。据了解，该项目采用自主知识产权的先进技术，工艺成熟度达国际领先。建成后，将形成对位芳纶与超高分子量聚乙烯纤维协同发展的产业格局，助力西北地区打造百亿级特种纤维产业集群。

看了这则报道，一直感到困惑，仪征化纤本部因为效益亏损都要忙着减员，为什么舍近求远跑到大西北去投资，是仪征化纤领导班子决定，是中石化的决定还是国家的安排，仪征化纤在扬州地区不能盈利到宁夏就能盈利，因为电价和蒸汽价格低人工成本便宜就能盈利？营造了宽松便利的发展环境，反过来理解扬州地区仪征这边营商环境不好？仪征化纤附近的化工园区整天忙着招商引资原来一点不宽松便利，营商环境不好？不知是仪征化纤要反思还是扬州地方政府要反思，为是么电价那么高，占用那么多土地铺设太阳能光伏，结果电价蒸汽价格依然很高，营商环境不宽松不便利？
