font-family: arial, helvetica, sans-serif;" contenteditable="false" class="">惠民政策是保障民生幸福的前提，民生幸福是完善惠民政策的目的。市民政局救助科科长吴佳佳介绍：“为了增强宣传实效，我们采取‘线上+线下’宣传。线上通过政府门户网站、微信公众号等形式开展政策问答；线下举办培训、编制社会救助政策汇编，广泛宣传社会救助政策。”</span></p><p style="text-align:justify;vertical-align: inherit;line-height: 2em;text-indent: 2em;" contenteditable="false" class=""><span style="color: rgb(0, 0, 0); font-family: arial, helvetica, sans-serif;" contenteditable="false" class="">“兜”住最困难群体，“保”住最基本生活。市民政局充分发挥社会救助“保基本、兜底线、救急难”作用，扎实做好低保、特困人员等困难群众的社会救助工作，切实保障困难群众的基本生活。2021年，我市将城乡低保保障标准提高至每人每月740元，城镇“三无”老人保障标准提高至每人每年21602元，农村五保对象保障标准提高至每人每年11544元。</span></p><p style="text-align:justify;vertical-align: inherit;line-height: 2em;text-indent: 2em;" contenteditable="false" class=""><span style="color: rgb(0, 0, 0); font-family: arial, helvetica, sans-serif;" contenteditable="false" class="">同时，市民政局有针对性地制订个案帮扶计划，把人文关怀与政府救助紧密结合，提升精准救助水平。对于低保对象、特困人员中的重病、重残人员以及生活困难的退役军人党员、老党员、烈士遗属等人员，开展走访慰问，加大关爱帮扶力度；对于失能、半失能散居特困对象，通过政府购买服务，引入第三方专业社工机构提供居家照料服务。</span></p><p style="text-align:justify;vertical-align: inherit;line-height: 2em;text-indent: 2em;" contenteditable="false" class=""><span style="color: rgb(0, 0, 0); font-family: arial, helvetica, sans-serif;" contenteditable="false" class="">“我们加强与教育、医保等部门的沟通，落实主动发现机制，例如城乡低保家庭子女不用提交相关助学申请，我们主动将档案移交给教育局，审核通过后资助金直接发放至受助学生银行卡。”吴佳佳告诉记者，市民政局变“人找政策”为“政策找人”，坚持摸排走访和大数据比对高效衔接，形成线上线下互通的监测预警和救助帮扶工作模式，及时将符合条件的对象纳入社会救助范围。</span></p><p style="text-align:justify;vertical-align: inherit;line-height: 2em;text-indent: 2em;" contenteditable="false" class=""><span style="color: rgb(0, 0, 0); font-family: arial, helvetica, sans-serif;" contenteditable="false" class="">去年以来，我市共对132名城乡低保家庭子女、重残家庭子女、困境儿童、“十三五”原有建档立卡低收入农户、低保边缘大重病家庭和其他困难家庭子女开展助学活动，发放资助金46.3万元。</span></p><p style="text-align:justify;vertical-align: inherit;line-height: 2em;text-indent: 2em;" contenteditable="false" class=""><span style="color: rgb(0, 0, 0); font-family: arial, helvetica, sans-serif;" contenteditable="false" class="">针对少数困难群众不熟悉政策而未得到应有救助问题，市民政局与市医保局对接，对在册低保对象就医产生的费用进行监测，定期梳排在册低保对象就医费用情况，及时反馈至各镇、园区进行核实，主动发现和救助符合条件的困难群众。截至目前，已救助9人发放资金3.12万元。</span></p></section></section></section></div><p></p>
